Partially true.
First the term Eskimo is too much a generalization. Please look at the first link for explanations.
I think what you are refering to is the Inuit peoples.
The Inuit culture did/does have a somewhat open society when it comes to marriage and sexual relationships.
This openess does not mean it was extended to people outside the Inuit tribes. Meaning, just because a caucasian was visiting does not mean he was invited to share in the sexual openess.

Yes, it is true. I read an article about this in my Business ethics class. I forget the details of the article but I think it has to do with survival and keeping the population up in such cold climates, where it is difficult to survive. They want to produce more eskimos. So it is acceptable in their culture.
