it means that your cervix has a been opened to 3 centimeters. they say in some women a centimeter an hour is average.with my first baby it to 7 hours to get to 4 centimeters then 20 minutes later i was at 10 so it all just depends. With my second it took 15 hours to go from 2 centimeters to 4 then another 5 hours to get to 6 centimeters and then about 1 minute later i was fully dialated and ready to push so it just varies in time she may deliver very soon though, With my first i was in labor for about 7 1/2 hours with my second it took almost 21 hours. Tell her get an epideral there great but sometimes dont work it worked with my first baby but dint with my second and the pain is horrible

This means the cervix, the opening to the uterus (the womb where the baby is) is getting broader, making room for the baby to come out. When your neice is at 10 cm, that is usually when they have her start pushing the baby out.
When she will get to 10 cm depends on different things, including if she is on medication to speed things up (if she's been at 3 cm for 12 hours, for example, they may do this).
