i've checked all my fuses and there ok, is there a plug or something that controls that and if there is where might that be, I MISS MY HORN and would LOVE to have cruise

all of the controls on the steering column are connected to one wiring harness that branches off under the dash.Find the harness running from the controls down the column and either trace them out while checking all connections or you can take a pen light battery detector and stab each wir to see if you have a hot wire with the ignition switch on.The horn wire will always be hot.If you do not find a hot wire then you need to move down to the next connection and recheck.It sounds like you have lost either a hot wire or maybe a ground.If you have a hot wire there then you may need to run another ground wire.

UNDER THE STEERING WHEEL WHERE IT MOUNTS TO COLUMN THERE ARE COPPER RINGS THAT ATTACH TO THE ELECTRICAL WIRES. ON THE WHEEL SIDE THERE ARE SPRING LOADED BUTTONS THAT WHEN WHEEL IS TURNING STAY IN CONTACT WITH THE RINGS MOST LIKELY THEY NEED TO BE CLEANED. CHECK CONTINUITY WITH A OHMMETER FIRST!!

Sounds like it could be you need your multi function switch replaced. You would need to take this to a mechanic to do.
