Urban Language puts a strange twist on everything so that can go many ways in meanings. I think it is like the other fellow said it was "bad". I can think of no other. Maybe Bomb also.

clip - cut apart, put together
fast - fixed in place, move quickly

It means exceptional and incredible, but it actually is extra-ordinary, which is like, super ordinary, thus really boring.
