Yes to both questions. It does from time to time snow in the upper elevations on Hawaii. And some storms comming from Canada have caused snow in Florida. Even Miami

As far as Miami, I do not know. As far as Hawaii, the observatory up on Mauna Loa always has snow covered grounds around it.
For Florida in general, I remember it snowed back in 1977 here in Daytona. It wasn't much, by around 9 in the morning the sun had melted it, but it was enough to make snowballs with.

Snow, although not usually associated with tropics, falls at high elevations on Mauna Kea and Mauna Loa on the Big Island in some winter months. Snow only rarely falls on Maui's HaleakalÄ.
