My understanding is he sponsored a funding bill for development of the internet. But I don't remember the particulars.

I think he got overexcited and overstated a legitimate accomplishment. If he had said "Since I've been in the Senate, I've been involved with internet related legislation on a regular basis. One of my proudest accomplishments was sponsoring XYZ bill, which enabled (whatever the heck it did for the internet)" then he would have been fine. But he didn't.

He tried to backpedal because he realized that he looked like a horse's ***...just like anyone does when they realize they've stuck their foot in their mouth.

According to a CNN transcript of an interview with Wolf Blitzer, Al Gore said,"During my service in the United States Congress, I took the initiative in creating the Internet." Al Gore was not yet in Congress in 1969 when ARPANET started or in 1974 when the term Internet first came into use. Gore was elected to Congress in 1976. In fairness, Bob Kahn and Vint Cerf acknowledge in a paper titled Al Gore and the Internet that Gore has probably done more than any other elected official to support the growth and development of the Internet from the 1970's to the present .

He did in part have a small part in the ideas and works that spawned it into the internet, but not completely. He just tried to take the full credit of his idea to start using computers to network together, IE; schools, government, etc without having two people on each end to initiate it. Thus, spawned the Web when other people got to thinking, "Gee, this could be so much more."
