I saw a write up in the paper and it stated that in Kentucky the reason for the seatbelt law was for the state to be able to raise more money in order to give state officials their mandatory raises. With the fines being raised and the majority of the people not wearing them, then it lead to quick cash for the state. The helmet law was dropped because it was not being inforced. Their is still a law in place that requires, if you have a passenger riding the motorcylce then they have to be wearing a helmet. My opinion is that is shows how ignorant some of our elected officials are.

no helmet lobbyists have been successful in the states with no laws in convincing the legislatures that requiring helmets is an infringement of ones civil liberties (the freedom not to protect ones melon, the freedom to feel the wind in your hair...) there isn't a very powerful no seat belt lobby and insurance would be ridiculous with out them...but since there aren't as many motorcyclists as car riders the insurance company charges everybody a little more to pay for all the no helmet states

Depends on the state, take VT for example both seatbelt and Helmet laws exsist, some states are just behind. . .

There are helmet laws in some states. The reason there is more seat belt laws is probably due to the higher percentage of people that drive cars over those who drive motorcyles.

I don't know. here in the UK they are both madatory. Seatbelts in cars and motorcycle helmets save a lot of lives. I'm always amazed when I meet people that don't want to wear their seatbelt, but they can fasten it or get the hell out of my car.
