My video glitches every so often and sometimes the monitor just shuts off. I know it is not the LCD because it has the same effect on on external LCD. Is it the motherboard or the video card that has the problem?

AS you have already attached an external monitor and verify the problem. It means that it is either the motherboard or the video card. If the video card is integrated then the you will have to get the motherboard replaced, else the Video card. I think you have the Geforce 5200Go card in Ins 8200. You will need to get the same replaced.
Try updating the video driver once. It may work.

pull your battery and pop the bezel abouve the keyboard. there should be a notch on the right corner of the bezel, take off the screws holding the keyboard in and reseat the video connection. it might have come loose. If it has an onboard video card( some Dell's do) make sure that it is seated and the screws holding into place are secure. If it is still giving you problems and you have a warranty call Dell they will send a tech out to fix it. Well thats what they do to me. I fix Dell and gateways all day. lol
