Mao Tse Tung was the leader in China, under whom the 'Great Leap Forward' was made. It was a breach in the wall of isolationism that had locked China out of world politics, world markets, and denied them international recognition. When Mao died in 1976, conditions were in place for China to emerge onto the world stage.

The only answer I can think of is when China had a leader named Mao.About 30 or so years ago.It was a terrible time in Chinese history.
