That is a pretty broad question.

Learn the basics. You need to learn HTML at the least. Then invest in a GUI like Front Page. There are a lot of online freebies, too.

Basically, there are three options:

- You learn HTML, and do it "by hand";

- You use a WYSIYUG (What You See Is What You Get) editor, like Frontpage, which allows you to easily create a site;

- You can learn PHP, SQL and others, but those are more complex.
