I am looking for buying a home. I notice that in some homes the owners have used foam sealants all round the inside of garage (like a line : where the drywall bottom meets the floor ) . I am afraid if this could be hinting a mice problem

Id say its more for adsorption, doesnt want to rot your walls.

From what I have been told it is to stop any fumes from leaking under the walls to the inside of your house. All garages by code if they are attatched to the house must have a seal around the door for the same reason.

By the way spray foam insulation doesn't work as a mouse blocker, they simply chew right through it.

Keeping pests out is one of the reasons that people use the expanding foam sealant. We used it for that reason, as well as for weatherproofing.

If there were a serious mouse problem, you'd probably know it by your nose (rodent pee has a VERY strong odor) or by finding rodent droppings in the places you'd expect to see them (under cabinets, in drawers, in corners, under shelves, etc.) I would HIGHLY recommend having a professional home inspection before "sealing the deal", just to cover your bases.
