Every state and city is different. It also depends on what you want. Cold season is undesirable unless you want ski areas and then it is high season. Most beach areas are low season in the winter but if you go to the southern states, it can be high season.
Some areas are low season because of the heat. Some areas are low season year around as they have nothing to offer, unless there is something/event going on and then it will be high season. Low season can be only a few days in an area or almost all year. The same goes for high season. It usually depends on what you want, where you want to go, what you want to see and do and whether you want hot, cold or in between..

Typically, the Fall and/or Spring are where you will get your lowest rates for Hotel. Summer and Winter, depending on geography, any major events in the city in question, tend to be a bit pricier.

I believe that is differnet for different areas. But I would say anytime during school is going to be the lower seasons. High seasons would be holidays and during any normal vacation period, i.e. Christmas.

Late fall and all of winter unles you are looking in the snowbelt, then winters are pretty busy due to snow rcreation
