Before you get over worked over this issue, you need to know some facts.
Mace has limited ability in stopping attackers and some people are not in the least affected by it. Pepper spray is much more effective, but also has problems.
Most people (non-police) who carry the stuff are not trained when and how to use it and are depending on it for their front line of defense. They also will tend to get in to a bit of a panic if attacked, grab it and spray. If the wind is in the wrong direction, the mace/pepper spray may blow back on them, leaving the assailant untouched. It can also be very difficult to incapacitate a person who is very drunk and/or on drugs. The small cans of spray can also leak over time and not work when you really need it.
Consider also, since mace/pepper spray is legal, the bad guys/gals can get it too and can easily get you before you get them.
There are many effective means of self defense, if one takes the time to learn the methods, that can give you a chance to get out of a confrontation. I suggest you look into them.
One clue. learning to keep your cool when a surprise situation unfolds and quickly evaluate your options is the best front line of defense you can develop. The next clue is to use your hands, your head, and whatever is handy. Has worked well for me for many years through situations you will most likely never become involved in.

Wherever you are at, carrying mace by untrained, uncertified users may have caused a lot of lawsuits as the stuff can be wicked. It inflames the respiratory system and can buried in skin pores for several days even after decontamination. I do have a problem with what you are saying, you should be allowed to carry some form of non-lethal means of self-defense. But hey, some states believe too, that in cases of serious sexual assault, one can defend one's self up to deadly force. Notice I said Serious. Check into some self-defense classes or concealed weapon classes. Some of those are lame, as long as you can aim the thing it seems they give you a passing score, you don't even have to score decent.

As far as I know, you can apply for a FID(Firearms Identification) card here in Mass and then you can carry pepper spray. As long as you don't have a record an dyou say you want to carry it for self defense, I thiink it's fairly easy to get the card.
Are they now saying it's illegal even if you have an FID card?

There's alternatives ... pepper spray is legal in most states. In the UK, it is very illegal. Have you ever had a problem where you needed it? (I really hope not) They also have really high tech stun guns that are legal in some states.

It happens to be a dangerous weapon... I mean, I totally agree that women should be able to use it to protect themselves, but when the people who are attacking the women use it, then you have issues.

Because they don't want citizens to be able to protect them selves. That's why they are trying to outlaw guns too.
