For me,
i would like to say that young age will be the most important time where many important decision you will make and will affect in your entire life. there are 4 stage that you will meet before 18.
That is:
1. Baby: 1 - 3
2. Child: 4 - 12
3. Pre Teen: 13 - 15
4. Teen: 16 - 18

Well, there are many challenges that you will meet in each of the stage. For example, first stage, baby, usually, health is the main problem. But usually, the parents will take care of it. Then, come the Childwood stage where you will start to know the basic stuff of living with family. The rules, greatings, languages and other things.
When, you enter pre - teen, the begins of friendship will be more important from family. Boy and girls will have their sign of mature in body, attitude, like or dislike and others. There, parents will have some problems regarging their children. Want to be free from family is the main thing that they want in the life after seeing their older brother or sister already have one. Friends is more understanding people compare to parents while it looks as parents is not up to date as he or she.
The next will be teen, where you feel that you can live alone without parents and wants the total freedom. Here many mistake will be made by any youth that they feel right at the time but as experience/age increases, they will feel they have done mistake.

In all of this, i would like to say that, for girls the most important age will be 16 and boys will be 18.

The years prior to school set the stage for the childs future. If the parents are involved and attentive, encouraging they are helping their child become a life long learner so they will succeed even when someone else takes over and starts teaching. The child's personality is usually developed before age five so if you are just waiting on someone else to teach your child manners or to feel good about themselves, by the time they get too school its too late.

So my vote is the years prior to age five are all very imporant years.

The teen years are important but if you've done your job right and helped your child find their place in the world around them, they will be able to resist peer pressures.

Parents should talk to their children about the teen stage in their childs life, because it basically decides their future.
