I believe it is. Try seeking speech therapy. Have confidence in yourself, don't let your disability be a liability. Practice/ prepare what you're about to say in front of a mirror, take deep breaths & say it slowly word for word without rushing.

Stammering and stuttering are the same. Many years when I stuttered studying or was that studied stuttering, as a person who stutters, I learned that it is usually psychological and their isn't too much that you can do about it. The best way to help yourself though is to admit that you are a stutterer, and then try to stutter more easily. Instead of try the force the word out, which makes it all the more harder, just try to let the flow out. Hard to explain in print, but hope you get the general idea. Oh yes, and if you know your subject, you will have very few blocked words.

I think stuttering is being unable to get a word out without repeating the first sound over and over. Like going "th...th......th....that." Whereas stammering is more like trying to talk too fast and repeating and adding words and sounds like "and.....and......and....then we went to the um, er park."
Speaking slowly and thinking about what you are going to say will help the stammering but stuttering needs to be overcome with the help of a good speech therapist.
