There really isn't one that's the "best value" because there are so few A3 printers available and the ones that are out there are expensive. The Epson Photo R1800 is probably the most popular wide-format printer currently available, but it is around $500. The HP Photosmart 8750 is currently $400 from Amazon, but it's not as popular as the R1800. It might be good quality too, but usually Epson is always better when it comes to high end photo machines.
I don't know of much else besides these two machines. There are older models (Epson 1280, Epson Photo 2200) but they would be hard to find.

unfortunately the best one is no longer available unless you find one at Ebay or clearance sales.
It is theEpson Stylus Color Pro.
The inks last for freakin ever, and the quality is amazing.
