Saturn was reving high at stops and surging. I installed a new OEM EGR valve and plug wires and it is better but still runs very rough while setting still in Drive, shifting to Neutral smooths it out but it idles high for 15-20 seconds and finally settles down. If I shift back into Drive, it revs up and surges and flickers again.

Any ideas ? No Codes showing.

could be two problems, a voltage regulator and a throttle position sensor.
check all vac lines for leaks and make sure all electrical wires are ok and plugged in securely.

It could be a Idle air controll motor. If you hit the gas and it stops, it might be this. You should also check to see if the O2 sensors are working ok. I know Advance Auto Parts & Auto Zone will read trouble codes for free. if your check egine light is on.

I know this may cost a few dollars for the diagnosis but it sounds like an electrical problem. I'm thinking the alternator may not be acting properly. I think you can get a diagnostic check for around $40. Hope this helps.

You've probably got a vacume leak. listen for a higher piched wistling noise at idle and visualy check your vacume lines.
