California by far has the most, with 86,846 as of the beginning of this year. Texas follows after with 44,336. However, Alaska has the highest per capita with 4,219 or 0.64%, followed by Oregon with 17,160 at 0.47%. California ranks 12th per capita at 0.24%.

California has the highest number of registered sex offenders. I just saw this statistic on On the Record with Greta Vansustren last night. Of course, there could be any number of unregistered sex offenders in California or another state.
