Personality is what makes each person an individual. There are many types of personalities. The Moody Person, The Happy-Go-Lucky Person, The Worry Wart, The Whiner, The Know-It-All, and The Stuck-Up Snob are just a few examples.
Human Relations is how these different personality types interact separately and together.

well, about Human relations--are essential to working effectively in an organization...managers, supervisors, team leaders, department heads & others in the organizations that needs a good communication skills for relating to peers & employees....Here, this will include as a whole thing about our styles of behaving towards others, creating a positive working environment, listening for effectiveness, dealing with conflicts & criticisms & problem solving styles & so on....

about Personality on the other hand, is the enduring pattern of psychological (thought, emotion) & behavioral characteristics (e.g. integrity, honesty etc.) by which each person (inner self) can be compared & contrasted with other people & influence his or her interactions with the environment...

Personality is something we were born with. Human relations is how we choose to express that.
