if it smells like fish after jacking is it because sperm was left on the penis and it spolied or heat pasterized it like milk dose when it gets hot.and should he wash up after that

that's not normal, semen should smell like a chlorine scented bathroom. if it smells like a dead fish, then that might be probably a form of STD, and least probability is that you're just a poorly hygienic jacko.

its' called smegma..it usually accumulate around the penis head..especially the underside of the penis head...he needs to clean it carefully as as often as possible....

It could be a venereal disease called trichomonas.
