No. A black bow tie and cummerbund is meant for a tux only. You can wear a black suit with a regular white buttoned shirt and a straight tie. It is acceptable to wear a tie with some color for formal occasions.

no cumberbund... unless you are wearing a tuxedo, don't wear a cumberbund... you only wear a tuxedo if "black tie" is specified..otherwise, a nice formal suit and a tie, or bow tie is fine
