11 or 12... take a course in babysitting. Also depends on age and behavior of the child. Start with one well behaved 4 or 5 year old.

The legality varies from state to state so call the police (not 911) and ask what the law is for your state.

I don't think an age should be applied here myself, but perhaps after 14 is good for some kids. Maturity and a sense of responsibility is most valued here.

There are babysitting classes in some towns too, perhaps the YMCA or you local school can offer suggestions.
