yes file a dispute with ebay and paypal, Paypal will put a block on his account for the amount you sent for the tickets, he will get a discrepency alert and will either have to refund your payment or prove he sent them out he will have 2 weeks to do so. If it is not resolved and he ignores you Paypal will refund your money and go after the seller. I have had this happen before.

Very sorry to hear that.Well basicly you have to claim to postal service you were using.Paypal is only the payment agent,so officially it doesn;t do anything with the delivery service,so if you are going to ask the money back from Paypal, you got the wrong address.Sorry to say too, that some of the mistakes are on you. Why?First Ebay usually offers insurance for merchandise sent by mail, and we realize that the chance of losing in delivering something usually small thing paper or leeter are pretty big,you should have taken the insurance.Secondly, you should ask registered mail or courrier service for something valuable you send, when in this case you can track the derlivery.
It is understandable, when you purchase something costly,we want to save some money for delivery, but if it is so valuable,we also have to make sure it reaches us safely.Sorry to say the odd is almost none, but there is no harm for you to try.Good luck.

flow to ebay's FAQ-- yet having paypal particularly enables. Many won't purchase in case you do no longer grant paypal. i've got faith it fairly is plenty safer from a consumers point of view, because of the fact the seller on no account has my CC documents. i've got been procuring and promoting on ebay for years, use paypal (surprisingly much solely) and have not had a single situation. And particular, the seller is to blame for transport. Ebay could have a niche the place you are able to put in transport costs, and who will pay for them. maximum sellers have the consumers pay for transport--yet no longer all.
