FLAREON

If you're playing any version of Pokemon newer than the originals (originals being Blue, Red [Not to be confused with the remake, Fire Red] & Yellow), I recommend evolving it into Espeon. I strongly favor psychic type pokemon and Espeon can learn a lot of great moves, one of which, Morning Sun works great as a recovery move and can fully restore Espeon's HP if its in the morning (around 7 to 10am in the game's time). Espeon is also compatible with a decent amount of HM's and TM's and doesn't have too many type weaknesses other than Dark and Steel but a good trainer will give Espeon moves to overcome such challenges when they occur.

If you're playing Blue or Red, I don't bother evolving Eevee. It normally like raising it as is in the original game.

Heh, Pokemon I assume. I used to play that game. All three are good. It really depends on what the rest of your team looks like and/or what battle's you plan to go up against in the near/distant future. The last gym leader is earth if I remember correctly so...the watter one if you think you're going to need a little boost for the battle. Really its up to you.
