Yeah, its called the intro verse. If you go to a lyrics website the parts of the song are labeled and it will say intro verse before the speaking part of the song.

It's either a preface or introduction. It's done, more often in songs of years passed. when they were written for a musical play or movie. And it was part of the scene.
