Yes it is. Anywhere a man can be topless, so can a woman, as long as it's not done in a lewd or suggestive manor. It's been a law for 7-8 years.

As an advocate for top-freedom and naturism, I know for fact that any place in NY state it is legal to be top-free.

I believe it was the late 1980s...It was the Rochester 7 who helped to get that passed.

I'm not sure if it's legal in NY but it is legal in Ottawa, Ontario, Canada. HOWEVER, it's also legal for men to walk around topless.

Yes it's actually true. There was never a law passed about women having to wear shirts.
