England does have a queen. On occasion England has had a king as well. They also have a democracy. We will soon have a royalty in the United States if we have more income tax cuts and abolish the inheritance tax. Money will accrue in the hands of a few very wealthy families, who will buy votes and permit only their propaganda to reach the ears and eyes of the masses.
Wait a minute, we are already there.
Did you know that the European Union produces more millionaires every year than the US. Perhaps the EU is the new land of opportunity.

Many countries exist very well without a Queen. However, they do have state figures that are useful in representing the countries and provide a symbol for the country's heritage and beliefs.
Whether England should have a queen should be a question for the people of England to decide. In the final analysis, it must provide something useful for its people. Afterall, the people are the ones paying for it.
