is there a way to find someone else's user name password by going into your 'local Disk C'?

i was wondering if anyone knows how do find a different username's password by going to 'my computer' and exploring your computer. (i need to find my sister's password because she forgot her's...and no, don't say that i should use administrative privaliges because i can't, just tell me how to find password on my pc)
