I don't think it is limited to SoCal, Florida has it share of inconsiderate drivers. In general I would say it is one of two things just plain stupidity or zero consideration for other drivers. I suppose in extreme cases both apply. :-)

Because exits come up so fast and the roads are so crowded. There are only two kinds of drivers as a consequenc---the quick and the dead.
