geeeez....don't stare...lol....you'll look even more retarded than this question. Just strike up a conversation about something neutral. Build off of that but remember to not only talk about yourself(not saying you would but the chick that said the "staring" thing might...lol) and keep it going and get to the actually "going out" part with out a big boring saga leading up to it....piece of cake!

It depends on your personality. If it makes you uncomfortable to just come right out and say it, play coy and see if he picks up on any of your hints. Ask lots of questions. See if you have any interests in common. If so, this could be your doorway into his personal life.

Just ask him in a casual, kinda messing around type of voice, hey, just for the hell of it, would you ever consider ever going out with me? But make sure you say it in a way that dosent give it away, just see what he says and work from that. Use your imagination!!!!!!!!!

You don't have to tell him straight out, if you prefer not to.
When together, stare at him alot, smile, wink.
Be a "touchy, feely" type with him.
Say things like:
"You're fun."
"I like being with you."
"You're not like the others.'
If he doesn't get the message, he is dead.
Or, you could just tell him:
"I like you."
