because with all the tools that have been created, webdesign has become so easy that the average person could do a decent looking thing. Put in some imagination and u got urself a hot webpage!
I'm exagerating a little bit though. It's easy but without some understanding of the code behind it, you will hit a wall that you will not be able to pass and make ur website be all it could be.
