No. I think it's sexual harrasment, but not rape. Rape is such a strong word, it refers to sexual intercourse that involves some penetration or exchange of sexual bodily fluids.
Sexual harrasment, on the other side, might be anything from taking unwanted pictures, to groping, or unrequited kissing, etc.

It would have to be actual forced sex I think to be rape, BUT it could be sexual assault to do that without consent . .
