Operator of uninspected passenger vessel (OUPV), or commonly known as the six-pack license, enables one to skipper an uninspected vessel and carry six or less passengers in near coastal waters. Most vessels require inspection if they exceed 100 gross registered tons, not weight but reportable volume. One gross ton is equal to 100 cubic feet.

You only need a captians license to operate a boat commercially.
For private use you can operate any size boat you own.

I believe a license is only required to operate a commercial vessel,check with the U.S. Coast guard to be sure.
