Depends what you mean. There are several ways to publish a book. If you're expecting large sales and seeing your book in a bookstore, then you have to go through the vicious agent/publisher minefield.

But there are alternatives. There are companies who will publish your book if you pay for it. There is self-publishing, internet alternatives. There's lots of information on the internet. Google self-publishing or writing. Or buy a copy of Writer's Market.

I can't completely answer your question because it all depends on what kind of book it is (or will be) and what your expectations are.

The first step is to find a publisher. The book Writers Market has a list of publishers. Find a publisher that covers what your book is about. If it is a nonfiction book, you'll have to write a proposal. If it's a fiction book, you usually send in the whole manuscript. Some publishers will only work with you if you have an agent. An agent is someone who sells the book to a publisher and works on commission.
