It probably means that you have four slots for RAM, but you must install them in pairs.

2 x 2 = 4

It means that you have a total of 4 slots to install RAM modules and they are arranged as two rolls and two columns (i.e. 2 x 2 = 4)

It depends on the age of your system. Older systems required memory to be added in pairs so to install 128MB you would need to install two 64MB memory modules so that both slots of a bank were used. On newer systems you have DDR memory (Dual data rate) so adding them in pairs is optional but theoretically allows for faster memory access since there are two separate memory channels instead of one. In those cases you either use a 1GB module on one channel or 2 512MB modules so that one module is being used by each channel.
