The terrain in the rural areas where he may be is extremely rugged and sparsely populated. It would take 800 men an hour to thoroughly search one square mile. 100 men working an 8 hour shift could also search a square mile. The problem is that we are talking tens of thousands of square miles that they 'think' that he 'might' be in.
High-Tech is expensive and we don't have the budget to use the best technology available to find him.
Because of the scope we have been using spies and intelligence to try to get closer to him. The military has turned to more of a sit and wait rather than active search. Our intelligence community has yet to recover from the drastic cuts in the 90's and really isn't up to the job.
Bin Laden will be found when he dies from kidney failure and they transport him to Mecca to be entombed.

Just because we haven't found Osama yet, doesn't mean we won't. I laugh about when the liberal Democrat Bush-bashers had to wear egg on their faces the day Saddam was found. These mockers had been mockingly asking for months on end "Where is Saddam?" in an effort to make Bush look like a total failure. Whether or not I agree with everything Bush does or not is beside the point. The same people who mockingly ask "Where are the WMDs?' need to check their IQ levels. If we were talking about a meth lab, and the dealer had 9 months of warning from the Narcotics Squad that his house would be searched, he'd have NINE MONTHS to enlist the help of another methamphetamine dealer to store his stash. Where are the WMDs? GEE, I THINK I KNOW THE ANSWER USING COMMON INTELLIGENCE: Syria-The OTHER meth lab! If not THERE, let's check out a couple of other meth labs like Jordan, Lebanon, Iran, Saudi Arabia.

I believe he is in Afghanistan. And he has money and money talks in ways of bribery, paying for shelter and places to hide. He still has lots of followers out there. If they are picked off eventually he will run out of places to hide. Afghanistan is a very mountainous country. Hard to find someone hiding in a cave 2 or 3 thousand feet in the air.

I think finding him is a moot point. His hiding and evading our forces has kept him from being effective as a terrorist.
