It's amazing how many people give answers to questions when they obviously have no clue.
If your monitor power light flashes it's because the monitor isn't getting a signal from the PC. This will be either the signal lead that connects to your PC or the Display adapter's not sending anythig. In my experience it's nearly always the signal lead is either bad or not pushed into the computer properly. Make sure that the thumb screws on the plug are done up. If you can't get either of the screws to do up, then the plug isn't seated properly.
The problem has nothing to do with incorrect configuration or your operating system. Even if you had no operating system the monitor should still get a signal from the display card.

If by reformatting you mean you did a complete reinstall of the Operating System (I'm guessing you are running Windows)... then it sounds like it might just be a hardware issue.
Left click on "My Computer" find the Hardware tab. Click device manager. If anything in the list has an X through it, it means it is having problems... that is really the best advice I can give you over the internet. If you are still having problems contact a tech support company such as Geek Squad (which can be found in most Best Buys).

Maybe there's something wrong with the VGA adapter, or you haven't set the correct resolution. If there is a problem with your VGA card you should see it in the system window. Richt-click on 'My Computer' and click properties. Then, click on the 'hardware' tab. Somewhere in the middle you'll find a tab labelled 'Device Manager'. Click on it. Then, if there is a problem with any device in your system, it will be designated by a yellow question mark. If there proves to be something wrong with the VGA card, it's most probably something connected with a driver. In that case, you'll have to update your driver.

Either you have a hardware issue:
solution: Have a pro look at it, or buy another.
Or
You have a trojan:
Someone can remotely turn off your computer, access your files, change your desktop, play music on your speakers, etc.
Solution: anti-trojan software.
If you have reformatted then it is most likely a hardware issue.
Main Point: See a pro.

the screen may be blank but is the power to the monitor on (orange light?) if so, then the video card is bad.. if the power to the monitor is off (black) then the power is off.
Basically orange light on monitor means power on, green light means power on and video signal detected, black (no light) means power off

1. Check the power strip. It could be bad.
2. Check the cord, it could be loose.
3. It could be a bad video card.
4. It could be a bad hard drive (listen to see if it stops turning) and the OS is not loading.
(If you reformated your hard drive and re-installed the OS, I doubt that is a virus)

If you haven't already.. try a different power plug. If that doesn't work, the computer probably has a defective video card inside.

Did you try replacing the cord that connects the monitor to the tower?
