There are many other people in the line that can be president if something happens to the president AND vice-president. So can they be naturalized citizens?

Only Vice President, because he/she must meet the qualifications of the president.

Edit: Yes, all of the people in the line of succession aside from the vice president can be naturalized, but they would be passed over in any case of succession.
