It's probably derived from a longer word which everyone has forgotten because the shortened version has been used for so long, that or it's a latin word meaning "packed together in a hell hole council flat."

Maybe because a flat is all on one level - ie//all on one floor with no stairs, attic, etc. Only a guess.
