If you don't believe in religion then masturbation is said to have beneficial effects but I assure you these are ridiculous as people do not prove how they benefit a person compared to one who doesn't masturbate. Frankly the studies have not concluded anything clear. In fact, there are some side effects in terms of mental and psychological issues. Mental and psychological health is extremely important. Masturbation is said to make you feel ashamed and embarrased. Masturbation is a behaviour that is repeated because it is pretty-much addictive habit. Anything addictive is bad for you in my book. Some people find it hard to form a relationship with a prospective partner (but this could just be the cause of other factors). In the end it is your choice.

Depends on what basis youre asking. In Christian faith, its considered sinful, but its also very human. Dont be ashamed to masturbate but its not something you want to become dependent upon or do often, as it will just lead to a feeling of necessity ( need) as you do it more and more often.
