very unusual to not have power or pulsed ground at the same time.its usually just missing one or the other during no-start/non-firing injector problems. first check for battery voltage on all the injector connectors while they are unplugged and the key is in the on position.you should have power - if not start by checking your fuses and fusible links for failure.if power is present and the pulsed ground signal from the pcm(computer)is missing{can only be checked with an led test lamp or logic probe}then you can suspect a couple of common failures........first is the possibilty of an anti-theft system failure causing the pcm to think the vehicle ignition lock cylinder has been tampered with and it is inhibiting injector pulse and keeping the engine from starting and running(usually a faulty passlock cylinder or wiring issue)and the 2nd is the possibilty of a faulty/malfunctioning pcm--your best bet is to have it diagnosed by a gm guy----both of those afore mentioned failures require software reprogramming after repair..oh and fyi...........try this......if the lock cylinder has lost key memory-this may work(temporarily)---try to start vehicle normally-leave key in the on position for approximately thirty to forty minutes until the anti theft lamp changes modes--ie either goes out or stays on all the time depending.then try to restart-it should relearn the key resistance on the next try.careful not to deplete the vehicle battery.turn everything else off. good luck!

Then it doesn't have fuel. First, check your wiring harness to be sure everything looks O.K. (undamaged and plugged in). If it all looks good, injectors pulse from the ECM. I'd go with that. Get a diagnostic and/or swap your computer. Best of luck.

It sounds like a bad wire from the computer or a bad transistor driver in the ecm (they can burn out). Check the signal at the computer and follow it to the injectors
