because the chinese government doesnt care enough about that people that live there to do any thing about it!

Because then the Chinese people might begin to realize that not only spitting and smoking but COMMUNISM are bad as well.

Probably there are some stop-smoking campaigns - just not as obvious as in some other countries.
Spitting is a cultural thing - and has no influence on one's health.

Because they don't care. Neither does our government, you fool. It's just butinskis with an axe to grind and money to share that cause our government to stick its nose into our private lives. Give it a rest. Cigarettes are not demons, they don't create any more toxins than the other products we use in daily life, you know like electricity, automobiles, detergents, bug spray, plastic , toilet paper, razor blades, batteries, on and on.
