Grade the ground(make it level ) unless you want water to run a certain way. An easy way to do that is to till the soil, then tamp it down you will need a tamper. then pour sand(concrete sand will do'' leveling that is alot easier. Lay the flag stone directly on the sand spacing them apart enough to fit small rocks ''Quarts always looks good'' inbetween them. if you don't want them to have plants to grow up in between them you can lay some land scaping fabric down after you till the soil. then the sand etc. land scaping cloth is cheap.
