Because some people want a numerical estimate of the likelihood of measurable precipitation for tasks such as painting outdoors or watering their garden. Even if the phrase "40% chance of sunshine" were meaningful*, it wouldn't help much to someone deciding about doing those things.
*It is not really meaningful because there are degrees of sunshine - it can be bright and direct from the solar disc, can be scattered by thin clouds and thus diffuse yet still pretty bright - or can occasionally peek in & out of clouds and be breifly very bright but dark otherwise. Can be 100% cloudy and 0% wet - so you get neither the rain nor much sunshine.

If either condition has the possibility has detrimental effects on lives, usually it will be rain. In most cases, if there is a high probablity of sunshine, then who cares?
On the other hand, in an area suffering from drought conditions, te probablity of rain is also more important than the probability of continued sunshine.

Because it's going to rain on 60% of the area in question. That's no gurantee that the sun will come out elsewhere.

Because they have to report what is out of the ordinary, not what is normal. If you normally have lots of rain, they will report sun, and vice versa.
