No, the search engines don't - The webmasters do.
Search Engine algorithms will bury web pages that are attempting to manipulate search engine bots, crawlers, spiders (whatever you want to call them). It's a never ending game.

I doubt that because I get a lot of crap and porno sites listed for almost ALL of my searches. If you think your results are censored, then it's probably a setting in your system or browser. Some ISPs may also filter out some stuff.
