That may be a cultural/religious thing and/or common in other countries, but it is NOT the law in the United States. The only time a spouse would be asked for "permission" is if the patient was in a life threatening health crisis and the doctor needed authorization to treat the patient. Tubal ligation is not a health crisis and is a voluntary surgery, so I can't imagine a time when "permission" would need to be sought for the procedure in this day and age. Same for vasectomy in a vice versa situation.

Planned Parenthood:
"Mentally competent adults can legally choose sterilization in all 50 states."
Journal of the American Medical Association, 228(4):505.
"There is no rule of law that states that one spouse can prevent the other from receiving medical care that is desired. There also does not appear to be any legal rule that states that one spouse must always be informed of medical care received by the other."

Because hardly anybody has the courage to stand up for the right to undergo sterilization.
I got my tubes tied when I was very young, and told my doctor that I would take him to court if he'd refuse to perform the surgery.
See article 20 of source.
The men/women thing... It's pure discrimination, but hardly anybody darest to stand up against it, because a child's life is sacred - so they say.

There has always been different rules for men and women. Men think of us as their property, and they see themselves as theirs too. Plus, they know that the surgery for women to get fixed is hardier on women, and sometimes hardier to reverse than it is on men. The surgery on women to get fixed takes longer to heal. And we all know men, they love their sex!! Besides, women always communicate better than men do....especially when emotions are involved. Maybe that is why men still don't understand women. Take care. Kit

I'm not sure your question is correct. My mother had her tubes tied without my father's knowledge after her fifth child.
