March 17th is the Feast Day of St. Patrick. It often falls during Lent because Lent is 40 days long (starting in February and going through March/April).

St. Patrick died on March 17th, probably at some time in latter half of the fifth century. That is why his feast day falls on the 17th.

Saint Patrick's Day is the same date every year, March 17th, whereas Lent is based on Easter and Easter on the moon. So if it does always fall in the middle of Lent, it's probably a coincidence.
