I live on a corner lot, I have flowers all around the outer edge near the sidewalk. People let their dogs pee and poo all over them.
That get's expensive for me. So I put down crushed red pepper, and they smell it once and won't come near it again. It does not hurt the animal.
Or you could tell him that you could start using the bathroom in his yard that's only fair.!!!

Maybe you should look for those things that make a really high pitched noise that hurt dog's ears but humans cant hear the sound and put it right by the fence. Or you could always buy a mountain lion and let it loose in their yard when the dogs are out.

When you say 5 dogs in a run, I wonder how large are the dogs and how large is the run. If you check with Animal Cruelty. you may find that too limited a space is considered inhumane. If the dogs have to constantly walk through their own feces to exercise, that is also considered inhumane.
If you live in a small town, it's representatives may not wish to rock the boat but there are National animal cruelty guidelines that will prevail. It just depends on how much you want to alienate your neighbor.

I have used cayenne pepper sprinkled on plants to keep dogs from peeing on them this may work buy a large amount and Sprinkle on their side of the fence when the dogs come to poop they will sniff the ground first and get a snoot full of pepper and move on and poop else where

Does the neighbor know of the problem? From what you've said, he does try to be responsible- but that is a lot of dogs.
Perhaps you could build a solid fence there, or a trellis and grow a bunch of aromatic plants there? And offer to share them with the neighbor.
I'm a bit stumped too.

Ask your neighbor to move the dog run to another location in the yard. Other than that, as long as it's not on your property, not too much you can do about the odor.

Did you call the health department....There is something you can do about it....You just have to get ahold of the right dept. I had that problem years ago in Calif. and I contacted the health dept. and the people got a warning to clean it up or there was a fine.... so keep trying..... It was also under Animal Cruelty........ Good Luck

Call your local city ordinaces, most cities have this ordinance, even if it is your own yard. Dog poop especially, is a form of food for rats, thus making it a nuisance & the bigger the dog the bigger the problem.

not sure where you are, but here 5 dogs you would have to have a kennel license. Otherwise try an attachment for your water hose you could fill with bleach and use it to spray his kennel ( if it's close enough). Your neighbor didn't want them close to his house ( just like the kennel next to me, although this one I have to listen to constant yipping), but depending on the size of dogs and kennel, it would be considered abuse if they aren't given proper exercise daily.

u should call the office to the elder man of your street so he could ell your neighbor. and maybe he will clean up fast or something.u could ask someone in ur street to tell u who he is.
