Mostly fashion.
According to Wikipedia though:
- historically worn by unmarried women in India
- it might be to draw attention to the wearer's legs (esp if the wearer is female)
- its attraction can lie in the jewelry itself or the sound it makes, or both
- can be "an aphrodisiac for foot fetishists", might be worn for the purpose of attracting such fetishists.

i think girls just dont know where else to put jewelry on them and they descided to put it on their ankle since it doesnt slip off. but its weird lookin. i dont like it when i see them on people. the ones that make noises are horrible. yikes. a fashion DONT

well for me its just for fashion but for some ppl is for both significant reasons and fashions. i guess it depends on who gave it to you and all.
