An evenweave linen might also be good - the fibers in the fabric form a natural grid pattern that can be helpful for making sure stitches are relatively even in size. Other than that, a fairly heavy cotton blend or broadcloth is a good option - I find that lighter weight cotton fabrics pucker a lot on me (or maybe I just pull the stitches too tight :-P).

There used to be something called Aida cloth which was used for cross stitch. I believe it came in different weaves (tighnesses).
